Introduction: Representatives from The City of Manitou
Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison
Group (MALG), and Colorado Springs Utilities were in attendance. The meeting

1. Project Administration & Coordination
a. Attendance Sheet: The attendance sheet was passed around.
b. Minutes of the April 15, 2004 Bi-Weekly Meeting: The minutes were distributed.
2. Work in Progress
a. Street Lights
Michael Hussey, Nolte, reported on
the meeting with CSU on
There are two options regarding operation and maintenance on the harp lights – a separate maintenance contract with CSU; or hire a private contractor (no cost for this is available at this time).
b. Striping Plan
Steve Behrens, Nolte, presented the CDOT approved 3-lane striping plan. A meeting is scheduled on Tuesday, April 27 with Bob Torres, Mark Andrew, Phil Breezawitz to discuss paving and striping options and the potential for getting this work done by Memorial Day.
c. FIR (Field Inspection Review)
Steve Behrens reported that the schedule being worked on right now is to hold a combined FIR / FOR (Field Inspection Review / Final Office Review) in mid-May and finalize the plans at that time, advertise in June, and begin construction in July. Mike Hussey addressed the details of the FIR looking at the streetscape from the west end of The Manitou Lofts and Shops to the east side of Manitou Jack's.
c. Vault Analysis
Michael Hussey read the report from Greg Reese, the structural sub-consultant, who visited the Ancient Mariner, Marilyn's Pizza, Manitou Springs T-shirt Company, and Penguins & Friends. At the Ancient Mariner and Marilyn's Pizza there should be no problems plugging the vaults. The Manitou Springs T-shirt Company, should be easy to plug, but there are some problems from corrosion that would need to be corrected if there is a desire to save the space. Penguins & Friends has some problems and Greg Reese recommended relocating the bathroom, sink, and furnace.
3. CDOT Meeting Update
a. Striping Removal & Resurfacing Coordination
This was covered under Item 2b.
4. Other Items
a. Street Furniture
Mike Leslie gave a report on his meeting with Downs & Associates. Downs & Associates are offering a keyed lock for the trash receptacles at $48 per unit added to the current cost of $724 each for 18 units. Consensus was reached to not purchase locks. Consensus was also reached for the City to order 20 receptacles which includes receptacles for Shoshone Spring.
b. StreetPrint
Michael Hussey explained the StreetPrint process where a pattern is pressed into asphalt and a color applied to simulate brick paving. He presented the idea of using this process in the center lane, instead of striping, or colored patterned concrete, and also using this process at the crosswalks. It is possible that the local licensed contractor may be willing to do a crosswalk free of chare to provide an example of the process. No decision reached at this meeting.
c. Misc. Items
Kitty Clemens responded to questions regarding:
· Ordering ash urns now? No.
· Recycling? Not purchasing them; will leave to the recycle groups.
· Magazines/Newspaper containers? Michael Hussey is working this into the design.
