Bi-Weekly Meeting Notes

Meeting Date:           April 15, 2004

Purpose:                     Bi-Weekly Meeting

Location:                    City Council Chambers

 

Introduction:  Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison Group (MALG), Manitou Springs Police Department, Adelphia, and Colorado Springs Utilities were in attendance. The meeting was opened at 10:00 a.m. by Steve Behrens, Nolte Project Manager

 

1.         Project Administration & Coordination

a.         Attendance Sheet and Introductions:   The attendance sheet was passed around.

b.         Minutes of the March 24, 2004 Bi-Weekly Meeting:  The minutes were distributed.

2.         Work in Progress

a.                   Shoshone Spring Plaza Concept Plan

·                    Michael Hussey presented the final concept plan of the design for the Shoshone Spring Plaza.  He met with Mike Carnell, the owner of Manitou Jack's, regarding the proposed ADA ramp along the side of his building.  Mr. Carnell endorsed the proposed concept.  Michael also met with Rob Moreland regarding the interactive sculpture in the plaza.  Rob has been working on a sculpture entitled "Rocky” that has been suggested as an option.  Michelle Carvelle will set up a meeting for Michael Hussey to present this sculpture information to the Mineral Springs Foundation and further discussions regarding the type of piece that the interactive sculpture should be.

b.                  Street Lights - HPC/CSU

·                    Cindy Lu Hyde reported that the harp light, based on the information provided by the distributor, does not cast enough light to meet FHWA regulations (.75 footcandles) without significantly increasing the number of lights. Roger Miller requested that the final decision on the lighting be made within the next week.  There was more discussion and a final lighting decision will be made at the next Bi-Weekly meeting on April 22, 2004.

·                    Kiosk - Police Department

Bob Swain, Police Lieutenant - Manitou Springs, explained the kiosks that he and the Police Chief would like to contribute to the project through grants or other funding they might be able to obtain.  These will be added as a public safety measure to the downtown area. It was proposed that the kiosks would have a dual purpose key-pad; one to the Chamber of Commerce (which could be updated daily with current information on the Pikes Peak Region - i.e., weather, road conditions, etc.); and the other to the police department.  The kiosks are ADA approved and would be placed at a height that anyone could reach.  To avoid having pranksters misuse the kiosks, signs could be posted stating that the kiosk is being videotaped.  A target date to have funding available to put at least two of these kiosks in place is currently set for the end of June.  Lieutenant Swain will do further research and report back to this group within a month with cost, where the money will come from, and how many kiosks will be purchased.

3.                  Adelphia/Qwest/CSU Update

·                    Steve Behrens gave a brief update of meetings with Adelphia, Qwest, and CSU which resulted in a preliminary design for undergrounding the three different utilities.  Jim Edie, Adelphia, reported that some of their equipment cannot be installed underground because of maintenance issues and problems caused by water seepage.  Efforts will be made to locate this equipment off of Manitou Avenue.  Cindy Lu Hyde, CSU, will check into getting lids for their vaults in the "red" to match the concrete color of the new sidewalks.

4.                  CDOT Meeting Update

a./b.     FHWA Meeting & CDOT Scoping Meeting

·                    Steve Behrens reported on the meetings with Chris Horn of FHWA, and the CDOT project scoping meeting.  Background on how the original plan was established; and development of the streetscape, roundabouts, diagonal parking, drainage and clean water issues, and the proposed methodology for a modified design/build contract were presented to Chris.  Overall, his response was positive.  Since the meeting Chris has expressed some possible issues with the approach of the proposed design/build contract.  Follow-up discussion will be held.

c.                   Striping/Siging/Signalization Plan

·                    Because Manitou Avenue is a state highway, diagonal parking will not be allowed by CDOT.  Three-lane restriping of Manitou Avenue was discussed with CDOT.  Efforts are being made to get this completed by Memorial Day as a state highway maintenance project.  Steve Behrens also presented information on the alternative methods of removing or covering the old striping that were discussed with CDOT meeting.  They were removing by water blasting or grinding, or covering them up using slury seal or chip seal.  There was a consensus that the chip seal was the most cost effective and practical

5.                  Other Items

a.                   Street Furniture Color

·                    Michael Hussey took the Victor Stanley color chip sample packet up to the clock tower and matched the color for the street furniture.  The match is number VS Green.

b.                  Misc Items - there were no miscellaneous items

6.                  Upcoming Events

·                    The next Bi-Weekly Meeting will be on Thursday, April 22, 2004 at 10:00 a.m. at City Hall.
