Bi-Weekly Meeting Notes

Meeting Date:           March 24, 2004

Purpose:                     Bi-Weekly Meeting

Location:                    City Council Chambers

 

Introductions:  Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), and the Manitou Avenue Liaison Group (MALG) were in attendance.  (See Attached Attendance Sheet.)  The meeting was called to order at 10:00 a.m. by Michael Hussey, Nolte Associates. 

 

1.         Project Administration & Coordination

a.         Attendance Sheet and Introductions:   The attendance sheet was passed around.

b.         Minutes of the March 11, 2004 Bi-Weekly Meeting:  The minutes were distributed.

2.         Work in Progress

a.         Shoshone Spring Plaza Concept Plan:

Mike Hussey reported that more merchant interviews had been done and from them came a recommendation to incorporate a large sculpture into Shoshone Plaza.  The sculpture would be designed so that children could climb on it.  It has been suggested that the sculpture could have a theme based on the works of Rocky – a local artist.  It was felt that this sculpture could be paid for through donations.

b/c.      (There was combined discussion of 2b. Design Survey/Base Mapping, and 2c. Street Design)

            Roger Miller, Nolte, introduced Paul Moreau, Nolte Traffic Engineer.  Hard copy documents showing the striping plan, layout of the parking, roundabouts, etc. were distributed, explained, and discussed in detail.  Suggestion was made to provide a place for tour buses to load and unload; some locations suggested were City Hall, at the Wheeler Fountain, or an area by Soda Springs Park.  Roger and Paul then demonstrated a new software program that the Nolte Team is using which simulates the traffic flow with the proposed traffic signals and roundabouts.  This demonstration will be presented to CDOT as well to assist them in visualizing the project plan. 

d.         Street Lights

            Fred Burmont gave drawings of the desired historic lights to CSU and they are checking to make sure the lights meet their standards; however, Fred said that CSU’s initial reaction is that there are some critical problems with this type of light.  CSU is ordering one of their historic lights and will be installing it at Tubby’s Turnaround.  There was more discussion about getting CSU to agree on the desired lights.  Neil Plass will try to get a meeting with Jim Thomas, CSU, to see what their concerns are and report back at the next Bi-Weekly meeting.

e.         Kiosk

            Mike Leslie passed around a brochure and explained the information kiosk that was researched and submitted for consideration by the police department.  The kiosk is an electronic device tied into a phone line that would have a direct dial button to the Chamber of Commerce and one to 911.

3.         Adelphia/Qwest Update – this item was tabled until the next meeting

4.         CDOT Meeting Update

·                    Two meetings are scheduled with CDOT for the coming week: One on March 31, 2004 with CDOT and FHWA and the other a project scoping meeting with CDOT staff.   The Nolte Team has received copy of the new MS4 standards and is currently reviewing them.

5.         Other Items

a/b.      (There was combined discussion of 5a.Trash Receptacles and 5b. Street Furniture)      

            An alternate recommendation for trash receptacles, ash urns, and benches was passed around.    The trash receptacle is listed at $724, ash urn is $336, and the six foot bench is $872.  These dollar amounts do not include shipping.  Kitty Clemens will figure out exact cost of trash receptacles, ash urns, and benches and put this information on the Manitou Springs website to open the solicitation of sponsors up to private individuals as well as businesses.  A consensus was reached on the style and green color of the trash receptacles, urns and benches.

 

There was also discussion about “pre-selling the revitalization” by posting signs about the project or creating activities that increase awareness of the upcoming change.

            c.         Miscellaneous Items

                        There were no miscellaneous items to discuss.

6.         Upcoming Events

·                    The next Bi-Weekly Meeting will be on Thursday, April 8, 2005 at Manitou Springs City Hall.  (This meeting has been subsequently postponed one week until Thursday, April 15, 2005.)
