Introductions: Representatives from The City of Manitou
Springs (City), Nolte Associates, Inc. (Nolte), and the Manitou Avenue Liaison
Group (MALG) were in attendance. (See
Attached Attendance Sheet.) The meeting

a. Attendance Sheet and Introductions: The attendance sheet was passed around and everyone introduced themselves.
b. Minutes of the February 12, 2004 Bi-Weekly Meeting: The minutes were distributed.

a. CDOT Coordination:
§
Members of the Nolte Project Team and Manitou
Springs met with Bob Torres, Mark Andrews, and Paul Reinsma of CDOT at
”white paper” entitled "Manitou Springs Main Street Plan,” which provided
rational background for Nolte’s approach to the Avenue design.

CSU Coordination
§ Cindy Lou Hyde, CSU, discussed streetlights and undergrounding the electric lines. She presented preliminary drawings which provided details on the existing overhead system including poles, location of connections, and streetlights. There will be sixteen feeder vaults, four 6’x12’ three-phase transformer vaults, and several J-boxes which will feed the secondary overhead. The vaults will be located underground in the amenity zone of the sidewalks. They will be set flush with the finished grade. The 6’x12’ transformer vaults will have a man-hole cover and the 4’x7’ feeder vaults will have grey finished top lids. Cindy Lou indicated that future underground expansion is possible. The J-boxes will feed the streetlights and service lines to the buildings. J-boxes measure one foot by six inches.

Cindy Lou stated that this process can be done
in phases. However, CSU is trying to
work out a financial package that will allow them to do the entire

Cindy Lou presented a preliminary layout of
street lights. There are 36 lights on
the design using CSU’s new decorative historic design streetlights with 100
watt luminaries. This design will
provide a footcandle and a uniformity ratio of .75. The lights are about 85 feet apart and 16
feet in height. They can have a back
guard on them so that very little light is reflected backward; the light
radiates forward and downward. Question
was raised about the possibly of installing the type of historic lights proposed
in the “Avenue Plan.” Could CSU accommodate
this type of light? Cindy Lou responded
that if Manitou wants to purchase special lights there would need to be further
discussions with CSU. Use of
streetlights other than the standard CSU product would increase their
cost. The City would have to purchase
and install them, CSU would only provide the electrical wiring for connection. Cindy Lou was given a copy of the information
available on the desired historic lights and will research them. One of the new CSU historic lights will be
installed in a couple weeks on the corner by

Design Survey/Base Mapping

The field work has been completed.
d. Drainage Analysis:
§ Nolte has received the drainage report completed for the Manitou Springs lofts and shops from Chuck Englund. The Nolte Project Team is looking at how the inlets can be shifted to improve the local drainage. Steve Behrens said that this problem will be improved when the curbs and inlets are moved. The City will apply to FIMS to get mapping that is updated and provides additional coverage.

§ Mike Hussey, Nolte, reported that taking of photographs is about two-thirds complete and all other note taking on signage is completed and on the base map.
