Bi-Weekly Meeting Notes

Meeting Date:           June 10, 2004

Purpose:                     Bi-Weekly Meeting

Location:                    City Council Chambers

 

Introduction:  Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison Group (MALG), Colorado Springs Utilities (CSU), and Colorado Department of Transportation (CDOT) were in attendance. The meeting was opened at 10:00 a.m. by Steve Behrens, Nolte.

 

1.         Project Administration & Coordination

a.         Attendance Sheet:  The attendance sheet was passed around.

b.         Minutes of the May 27, 2004 Bi-Weekly Meeting:  The minutes were distributed.

2/3.      CSU Update and Qwest/Adelphia Update

Steve Behrens reported on the meeting with CSU that was held on Tuesday, June 8, 2004.  He also presented an exhibit of the Project Plan and explained the agreements reached with CSU, Qwest, and Adelphia.   The exhibit identified the conduits for lights, phone lines, and cable TV for the area.   Load forms still need to be provided to Cindy Lu Hyde for the irrigation and Shoshone Spring.  Cindy reported that the CSU historic acorn style light has arrived and will be installed at Tubby’s Turn Around within the next couple weeks. 

4.         CDOT Update

a.         Review of crack seal/chip seal problem

Roger Miller discussed the recent problem that occurred on Monday, May 24, 2004 when the temperatures reached into the 90s and the crack seal seeped through the new chipseal.  A meeting was held with A-1 Contractors who recommended several different options for remedying the problem.  Although this was not a problem resulting from the work A-l did, they were very willing to provide repair materials to the City at no additional cost.  However, the repair cannot be done until the temperatures are in the 90s as they were on the day the problem occurred.  CDOT approval is needed on the resolution.

b.                  Other

Steve Behrens discussed getting access for the Phas I contractor to the site through Chuck England’s property.  He also suggested that it would be more efficient to do the asphalt pavement removal in the plaza area at the same time that Chuck’s contractor is removing payment for his Manitou Lofts project.  Chuck offered to do the removal at no cost to the Phase I project.

Steve said he is in the process of getting a flood plain permit.  He will also be submitting a drainage report to Jackie Hall.    A preliminary cost estimate for Phase I was discussed.  Hwever, Nolte staff had not reviewed it, so it was felt that further discussion should be tabled until an adequate review had been completed. 

Paul Reinsma was asked to facilitate a meeting with FHWA continue discussion regarding a  Modified Design-Build contract for Phase II.

Paul stated that he will need notice of the FIR/FOR meeting two weeks in advance of the proposed meeting.

5.                  Work in Progress

a.                   News Racks

Michael Hussey and Kitty Clemens are still working on this item.  There was a decision made to take news rack out of the Phase I area.

b.                  Plan Set

Michael Hussey discussed the project plan.  He also distributed pictures similar to the proposed planter wall design.

6.         FIR/FOR

This was covered in item #4 above.

7.         Other Items

a.                   Spring Foundation Update

Steve Behrens gave Connie Lorig an electric load data form that needs to be completed for CSU.

b.                  Misc. Items – no additional items to discuss

8.                  Upcoming Events

The next Project Bi-Weekly Meeting will be on Thursday, June 24, 2004 at 10:00 a.m. in Manitou Springs City Hall.
