Bi-Weekly Meeting Notes

Meeting Date: May 13, 2004
Purpose: Bi-Weekly Meeting
Location: City Council Chambers
Introduction: Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison Group (MALG), Colorado Springs Utilities (CSU), and Colorado Department of Transportation (CDOT) were in attendance. The meeting was opened at 10:00 a.m. by Michael Hussey, Nolte.
1. Project Administration & Coordination
a. Attendance Sheet: The attendance sheet was passed around.
b. Minutes of the April 22, 2004 Bi-Weekly Meeting: The minutes were distributed.
2. Work in Progress
a. Street Lights
Mike Leslie distributed copies of the Financial Comparison of Street Lamp Options which he had prepared and also discussed his meeting with Jim Thomas, CSU.
Following discussion, there was a motion and second to recommend to City Council that the test with the two different lights proceed in the Shoshone Springs Plaza. This motion was opposed by a majority vote of the member representatives.
There was another motion and second to recommend to City Council to put in the 100 watt acorn lights as recommended by CSU without a demonstration. This motion passed by a majority vote of the member representatives.
b. Striping/Resurfacing
Steve Behrens, Nolte, reported that A-1 Contractors was selected to do the chip seal and they will start the resurfacing on Monday, May 17, 2004. Mark Andrew and Don Herman, CDOT, explained the striping process and their schedule following the completion of the chip seal.
c. Street Furniture
Mike Hussey passed around options for bike racks, a sample of the colored stone from Chuck England's project, and pictures of various newspaper racks for review and comment. Mike Hussey will have costs of the bike and newspaper racks by the next meeting.
d. Planter/Seat Walls
Tabled until next Bi-Weekly Meeting.
3. CDOT Update
The CDOT contract for the chip seal project has been signed and approved by City Council.
4 & 5 CSU, Qwest, & Adelphia Update
Steve Behrens stated that a meeting is going to be scheduled with CSU, Qwest and Adelphia to discuss order of the conduit in the trenches. This utility meeting will be held prior to the FIR/FOR meeting.
6. FIR/FOR
Steve Behrens gave a preliminary copy of the Phase I plans to Paul Reinsma in preparation for this meeting. Steve will also work with Mike Leslie to write the specifications for the contractors.
7. Other Items
a. Springs Foundation
Mike Hussey will continue to coordinate with them.
b. Misc Items – no miscellaneous items to discuss
8. Upcoming Events
The next Project Bi-Weekly Meeting will be on Thursday, May 27, 2004 at 10:00 a.m. in Manitou Springs City Hall.
