Bi-Weekly Meeting Notes

Meeting Date: July 22, 2004
Purpose: Bi-Weekly Meeting
Location: City Council Chambers
Introduction: Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison Group (MALG), Colorado Springs Utilities, and Colorado Department of Transportation (CDOT) were in attendance. The meeting was opened at 10:00 a.m. by Steve Behrens, Nolte .
1. Project Administration & Coordination
a. Attendance Sheet: The attendance sheet was passed around.
b. Minutes of the July 8, 2004 Bi-Weekly Meeting: The minutes were distributed.
2. CSU Update
a. Street Lights
Cindy Lou Hyde, CSU, summarized her finding in the analysis of the 14 foot light versus the 16 foot light. Based on this analysis, if 14 foot lights are used, 10 additional lights would be required. Light poles are black; green is not a color option. The color is powder coated, not painted.
There was a motion and second that the MALG recommend to City Council
to go with the 14 foot pole which provides better lighting. In addition, the lower height will be more
in scale with the buildings and provide a better downtown appearance. Motion carried without opposition.
b. Electrical Supply to Plaza Area
Michael Hussey informed Cindy Lou Hyde that the irrigation system would use the same electric supply as the Spring Building.

CDOT Update
a.
FIR/FOR (Field Inspection Review/Final Office Review
Paul Reinsma, CDOT, said that they
are still waiting for the weather to get hot enough to fix the chip seal
problem which must be done first and then the project can be accepted by
CDOT. There is a meeting set at CDOT
offices on Friday, July 30, 2004 with CDOT environmental staff members who can
help with environmental clearance issues.
5 Work in Progress
a. Preliminary Plans
Michael Hussey presented an overall review of the project.
b. Phasing & Cost Estimates
Michael Hussey reviewed the phasing, starting on the west end of town, Phase 5 and worked east back to Phase 1.
7. Other Items
Michael Hussey said that City planning approached Nolte to come up with a use regulation for the sidewalks. They are being asked to develop criteria that would define active use areas that would ensure a minimum pedestrian way. This group expressed no interest in restricting businesses from using the sidewalks at this time. It was felt that if after the project is completed there is a problem, it could be addressed at that time.
Kitty Clemens said that the City got a grant from the Guild Foundation of $15,000 to apply to the streetscape in Phase 1.
Michelle Carvelle said that they will be going into Shoshone at 9:00 on Tuesday, July 27, 2004 and invited anyone who wants to attend.

The next Project Bi-Weekly Meeting will be on Thursday, August 5, 2004 at 10:00 a.m. in Manitou Springs City Hall.
