Bi-Weekly Meeting Notes

Meeting Date: May 27, 2004
Purpose: Bi-Weekly Meeting
Location: City Council Chambers
Introduction: Representatives from The City of Manitou Springs (City), Nolte Associates, Inc. (Nolte), the Manitou Avenue Liaison Group (MALG), and Colorado Springs Utilities (CSU) were in attendance. The meeting was opened at 10:00 a.m. by Roger Miller, Nolte.
1. CDOT Update
Michael Hussey, Nolte, gave an update on the meeting between Steve Behrens, Paul Hussong, Nolte Survey Manager, and CDOT. They accepted the 80 foot right-of-way plan for the project.
2. CSU Update
All Utilities are going well. Nothing new to report at this time.
3. Qwest/Adelphia Update
Nothing new to report at this time.
4. Work in Progress
a. Resurfacing/Striping
Roger Miller reported that the resurfacing has been done and are now waiting for the crosswalks to be finished. Currently, there is work being done to get some additional traffic signage in place. The concensus was that both A-l Contractors and CDOT have done a good job in resurfacing and re-striping.
b. News Racks
Michael Hussey presented costs on the newspaper racks from City Solutions and two other vendors , Sho Roack and Rak Systems. There was discussion about the style, cost, usage requirements, and possible city ordinances that may need to be put into place. Following this discussion, this item was tabled until a future meeting pending additional research.
c. Bike Racks
Michael Hussey presented costs of bike racks. The rack that matches the planned fencing is from Madrax, the “Classic” mode, cost $1,990 for two units (6 bikes each) which includes freight. The second option, also from Madrax, the “Gramercy” model, cost of $2,340, including freight. There will be two bike racks; one located in from of the lofts, the other in front of Manitou Jacks. Following discussion, there was a motion and second to select the “Classic” bike rack. This motion passed by a majority vote of the member representatives.
d. Plan Set
Michael Hussey gave a current set of plans to Mike Leslie. Work is continuing on this item.
6. FIR/FOR
This is still on schedule for mid-June.
7. Other Items
a. Spring Foundation Update
Connie Lorig, attending in Michelle Carvelle's absence, stated that a meeting will be set with Nolte, the Spring Foundation, and CS Utilities to finalize location of utilities and she will contact Michael Hussey with the meeting date and time.
b. Misc. Items
· Michael Hussey suggested it is time to start considering the design contract for the 2nd Phase if the goal is to start construction of the 2nd Phase in late fall..
· Kitty Clemens has talked with the Mayor and has had an informal meeting with a group of individuals from the arts community regarding having a City sanctioned art commission. In preparation for this, she is putting together a point paper and will set a June 8, 2004 work session with the City. If they are interested in forming this commission, she would like to present a proposal to City Council at its regular session on June 15, 2004. If approved, Kitty would then like to look for volunteers to serve on the commission..
· Kitty Clemens also reported that there will be a News First camera installed on the Avenue in adherence with the marketing program that was approved by the BID. There will be a weather component on the camera. The exact location has not been finalized.
· Planter/Seat Walls Michael Hussey explained the planter/seat walls at the bumpouts which are being included in the design. The walls are bench high and give another area to sit along the Avenue. There was discussion about the style of the planter/seat walls and color of the stone but no decision was made. Michael Hussey will prepare a color drawing to present for review.
8. Upcoming Events
The next Project Bi-Weekly Meeting will be on Thursday, June 10, 2004 at 10:00 a.m. in Mantiou Springs City Hall.
